the device doesnt charge when plugged in. The charger is confirmed to work, and i have already replaced the battery. Im thinking that the large ribbon cable that lays flat at the bottom of the device is damaged. But i am not sure, any ideas would be much appreciated.

Your Tristar IC is likely damaged or broken. That requires either a logic board replacement or a microsoldering job done. I would talk with your local microsolderer about this, replacing the Tristar IC is a lot less then replacing the entire logic board.
