My GE dishwasher fills with water, but diverts water to sewer instead of the washing head. I has a very low water flow, so I changed the water flow valve. I get plenty water now. But in the cycle after approx. 20 seconds of water flow the drain to sewer starts for 10 seconds. At this time it goes to wash mode. I can see some water on bottom and head has moved some around some, but not enough water to see running down the sides.

Pump and Motor Assembly The motor drives an impeller to force water up through the wash arms. If the motor is defective, the pump impeller is broken, or some part of the pump is clogged, dishes won’t be cleaned properly. Make sure that power is getting to the circulation pump and motor.
