When I go to set up my IPhone it tells me to move my phone higher or lower which I do and still does not work
If you have reset the phone and it is still occurring it would point to a faulty flood illuminator / dot projector. These components cannot be replaced without special tools and experience as they are tied to the CPU. You should get a quote from a reputable repair shop and or apple store.
