mostafa - sorry it is hard to read your English. If the boot takes a long time - stops for 15 min., it is usually one of 2 things There is a serious HDD problem and Windows is having a hard time reading the HDD.Windows is having a hard time identifying a component (usually USB related). Especially on a Dell. Windows does not know when to give up, so it just continues trying instead of telling you it is having problems with something. I had a Dell laptop that had a bad USB port on the MB and it would not boot. It usually sits there with a blinking bar in the upper left corner of the screen. I have also serviced laptops with bad HDD that took 15 min to boot because the HDD was bad. There are also USB thumb drives that will kill computers. If you have recently plugged in a drive from an unknow source you may have killed a USB port, which will stop the boot.
